Launch HA Tenant

Opens the infrahive PR for a new tenant (runbook step 3) by running the Launch HA Tenant workflow. It also creates the tenant's client record in the Core database(s).

Tenant key

Lowercase letters, digits and hyphens, starting with a letter.

Environment Both Staging only Production only

Use Both for a real launch so staging and production get the same client ID. A single environment writes only that side's client record.

Production cluster

The suggestion is the cluster with the fewest tenants; VM sizes differ, so check before accepting it.
